It is a densely populated area with over 48,000 predominantly low-income Black and Latino residents. Over 12,000 youth under the age of 18 are growing up in this community.The community faces many pressures similar to other inner city neighborhoods on issues such as education, safety, affordable housing, economic development, and access to health care. Fortunately, many committed residents are working to find solutions to such problems and to ensure that their community thrives.In response to these issues and conflicts, a diverse group of neighbors began organizing their efforts to improve their quality of life. They held public meetings, peace marches, street cleanups, and crime watch groups. They got the attention of the media and local politicians to start addressing the problems of their neighborhood. However after several years, residents realized that significant changes would only be possible through sustained preventative measures that focused on developing the skills of local youth and building positive relationships between youth, families and all residents. In 1991, the Hyde Square Task Force was incorporated as a 501(c)3 non-profit to provide educational and support services to youth and families in their community. Debbe Magnusen and her husband Dave fostered over 30 drug-exposed babies, while raising two biological children. They eventually adopted five of the babies. Project Cuddle's® crisis line was formed from the living room of Debbe's home, with the hope of ending baby abandonment. In 1996, the 24 hour toll-free crisis hotline was unveiled to the public. Within 12 hours, Project Cuddle® received its first crisis call. A frightened young woman called and said, "I saw you on TV and I know the trash is bad for the baby. You better figure out what to do with this baby or I'm going to put it in the park." The woman had no prenatal care and assumed she was due in the next week. With only days to orchestrate a safe and legal alternative to abandonment, Project Cuddle® was able to retain an attorney, a family wanting to rescue and adopt the baby, as well as an obstetrician, hospital and social counselor. Debbe Magnusen coached this woman through the delivery of a beautiful baby girl. After the baby was delivered into the arms of the adoptive parents, the birth mother said to Debbe. "I feel like I've done something good for the first time." The woman did not break the law, the baby was safe and a rescue couple was overjoyed at having a new daughter. Central Kentucky Radio Eye, Inc (CKRE) is a Radio Reading Service (RRS) dedicated to broadcasting the reading of newspapers and other everyday literature to those people who cannot read the printed word due to blindness, low vision or physical disability. CKRE is on the air 24 hours a day, every day of the year. Their locally produced programs, which run from 8am to 1pm daily, include sports news, local magazines, short stories and health information. After CKRE completes its local programming, they switch to a satellite feed from New York, providing listeners with readings from national newspapers and current publications for the balance of the day (24 hours). Staff can take into account the physical, emotional, and social skills of the children with special needs. Perhaps best of all, children with special needs can be around peers in similar situations. Nobody feels like an outsider.Many of these camps are offered free or at a low cost — a welcome respite for families that are often being taxed to their financial limits with medical bills and other expenses. But to give each child with special needs the attention he or she requires to have a safe, enjoyable, and positive experience, camps must have a sufficient staff. While camps for children with special needs employ workers, they also depend on volunteers.
